Episode Summary

The precinct hosts an open house that attracts only vagrants; Wojo and Harris try to identify an arsonist but their efforts are thwarted when the man's psychiatrist refuses to reveal his patient's name; Barney prepares to move back home, but the hotel manager where he's staying refuses him a refund.
