The Mad Hatter is set on revenge against The Batman and the 12 members of the jury that convicted him and sent him to prison. He uses The Super Instant Mesmerizer concealed in his top hat to steal the hats of the jurors, and their owners. After collecting most of the jury The Mad Hatter decides it's time to steal Batman's cowl, what he calls his "thirteenth" hat, as an attempt to trap Batman and Robin.

David Wayne's character is based on a Mad Hatter later revealed as an imposter. Principal differences included the fact that this Mad Hatter was sane, and chiefly a thief fixated on stealing hats for his collection. Like Wayne's character, this imposter concealed devices of various sorts in his hats (Wayne's character's hat concealed a mesmerizing device similar in principal to the electronic modules deployed by the authentic Jervis Tetch). All four of the Hatter's appearance on the show were based (sometimes loosely) on comic book plots from this era.
