Batman and Robin are hoisted to the top of a 3 story cake with icing made of quicksand. Meanwhile the Riddler is off to the penthouse of Anthony Aquila, an exiled South American dictator, robbing his safe. Having amassed enough money to but the de-moleculizer pen, Riddler gives it a trial test and informs the police that he will use it on the headquarters if they don't change the Gotham criminal codes.
