Elliot Blake is a fraudulent psychic who is trying to convince the US military of his powers so that they will hire him for top secret work in espionage. Before the military will hire Blake, however, they require a strenuous test of his abilities. To this end, they hire professional magician and paranormal debunker Max Dyson to devise an iron-clad (or so they think) test.

What is unknown to the military is that Blake and Dyson have an acrimonious past, arising from a time when they were both in Uganda and both ended up in prison there. Dyson sold out Blake and escaped prison, leaving Blake to spend another 3 years languishing in jail.

Dyson, hoping to earn forgiveness for his misdeeds, rigs the ESP test so that Blake passes it with flying colours. Blake, however, still wants revenge, and goes to visit Dyson in his workshop, where he is working on a magic guillotine trick. The guillotine has two settings, one of which really will slice its target in half, and the other of which drops the blade but leaves the target unharmed. Blake traps Dyson in the guillotine and uses the 'danger' setting to behead him.

Columbo, of course, pretends to be taken in both by the magical and psychic aspects of the case, but in the end needs to use some psychology to trap Blake into admitting his guilt.
