Twenty-one years ago, racketeer Frank Staplin hired young attorney Oscar Finch as his defense lawyer. In order to secure Staplin's acquittal at that time, Finch bribed Paul Mackey, an aide in the District Attorney's office, to destroy some key evidence.
Fast forward to the present, and Mackey is now a congressman who has been invited by a presidential candidate to be his running mate. Finch is now one of the leading lawyers in Los Angeles, and hopes his bond with Mackey will secure him a high cabinet post in the new government. He is therefore distressed to receive a call for help from Staplin, who wants Finch to repeat his deed of 21 years ago and destroy some key evidence in an upcoming trial, otherwise he will expose Finch's role in the earlier trial. This time, however, Finch has too much at stake to risk exposure so he decides to kill Staplin.
Finch makes a late night call to his own office, where he burns a cigar in an ashtray to make it look like he had a meeting with a client. He then extracts some powder from a bullet and burns it, wrapping the residue in foil. Then he walks to Staplin's house and, after an attempt to talk Staplin out of blackmailing him fails, he shoots Staplin. He attempts to make it look like suicide by putting the gun in Staplin's hand and dropping the powder residue to simulate powder burns.
Although Columbo is provided with many clues that lead him to suspect that not only did Staplin not commit suicide, but Finch was the murderer, he cannot find the crucial piece of evidence that places Finch at the scene of the crime.
