Jafar refuses to go into the pool of the dead, so when Hades meets him, he forms an alliance. Hades gives Jafar a staff that makes him alive as long as he's holding it. After Jafar tries to defeat Hercules, and Hades tries to defeat Aladdin, both unsuccessfully, they decide to kidnap their foe's friends, and blame the other hero. That way, they'll fight to the death!
