Set in Italy, the Social Welfare Agency is a government funded corporation that helps to save lives, but it also has a darker side. There is a secret branch that specializes in training young girls. The girls are saved from spending the rest of their lives in a hospital by receiving cybernetic implants, having their memories erased, and being trained to accomplish tasks for the government. For every girl there is a male adult partner who oversees their training and gives them their orders. The girls have been given a second chance at life, but it could be at a high cost.
