Jesse (Martin Kove) is a brutal alien soldier who is considered too great a risk due to his lack of compassion. His superiors give him a humanoid form and send him to Earth, a primitive (by their standards) planet where the inhabitants are just as brutal as Jesse. Accompanying Jesse is Control (Danny Mann), a small hovering AI sphere that tries to direct him and help him learn what he needs so that he can return home to his own people... someday.
