In the debut season, Jack, a secret agent of the United States, is sent to Pulau Pulau by President Thomas Jefferson to thwart the advancement of Napoleon Bonaparte in the region. There he meets his contact, Emilia, a British shipping mogul with a huge disdain for the French emperor.

Jack is a confident agent with a swagger that can annoy some that don't take the time to get to know him. He is a scoundrel with a heart. To complete his mission of disrupting the French, Jack takes on the persona of a masked folk hero, The Daring Dragoon. Now he can move freely stopping Napoleon and Governor Croque's plans without jeopardizing his cover as Emilia's attache.

Emilia has started a shipping company as a cover to being a British spy. She has a prestigious upbringing and because of that was able to study many things. Her keen scientific mind allows here to invent or build things that help their cause like - a submarine, a metal detector, an underwater breathing apparatus, among other things. She dislikes Jack's ego, but has grown to believe it is what helps keep him alive and he begins to grow on her. Together they are difficult to defeat.

Jack and Emilia have many missions given to them by their respective governments and have to act on circumstance as they awry, some of which are - saving American dignitaries Ben Franklin and James Madison, destroying a French super-cannon, protecting Lewis and Clark from themselves, stopping an assassination attempt on King George III, and many more.
