Lieutenant Gifford's best friend was shot by a gangster. Shortly after this the crook dies at a raid shot by the policeman. Gifford is suspended immediately from the service for considering he shot on purpose since he held a grudge against the victim. Mannix wants to prove that no revenge was at play.
