Rome is affected by a "serial bather" who frequently breaks into homes and uses their bathrooms to take a bath. The sheriff's department struggles to locate and arrest the man. Their first suspect is Frank the Potato Man, a well-known homeless man. Meanwhile, a local farmer claims that a neighbor has been getting his cows drunk.
