Boxer Mike Schultz is in the ring and his manager Sal Cooper tells him to take a dive when they get the high sign from mobster Martin. Martin gives the sign but Mike ignores it and knocks out his opponent. Martin is not pleased. In the locker room afterward, Cooper warns Mike he may have gone too far. The manager leaves and a mob hit man comes in and kills Schultz.
Frank is called in to investigate what appears to be Mike's suicide. The guard has bad eyes and can't make an ID. Ed has to admit that the explosions, knife wounds, bullet holes, and the fact Mike had just won a big fight all suggest the boxer may not have killed himself. Suspecting corruption, Ed wants Frank to go undercover. Frank goes to the gym to find a crooked fighter and convince him to go straight, then help take down Martin. He talks to Buddy Briggs, who's lost his last three fights. Frank offers his services as manager but Buddy turns him down. Frank finds Cooper in the back playing poker and offers to buy Buddy's contract. Frank sits in for some games and finally wins. When the players gang up on Frank, he draws a gun and forces Cooper to sign Buddy over. Cooper warns that he’ll never get a fight.
Frank returns to Police Squad! where Ted Olsen reports that they found whiskers on the crime scene and they can be traced to the killer. Ted has confirmed the whiskers belong to Luca Burnett, a thug working for Martin. Frank goes to Buddy's apartment and tells him he's his new manager and he won't be throwing matches any more. Buddy's girlfriend Mary arrives, drunk and absent from waitress school. Mary has turned to alcohol and says that Buddy is a coward. She staggers out and Frank says he can give Buddy a chance to make things right.
The next day, Frank and Buddy go to a bar where Cooper and Martin are eating together. Frank confronts them and Martin tells him he won't get a fight. The Champ arrives with his entourage and Frank provokes him into attacking Buddy. Buddy decks him with one punch and the sports reporters go wild. The night of the fight, Martin comes to see Buddy and tells him that they have Mary and will kill her if he doesn't take a dive in the 12th. Frank promises to find Mary if Buddy beats the champ.
Frank has Ed take some men to the arena and then meets with Johnny the shoeshine boy. Johnny puts him onto where Luca is holding Mary at Jim's Gym. At the arena, Buddy prepares to fight as Martin watches from the audience. Frank gets to the gym, while Mary manages to break herself free. Luca grabs her and uses her as a shield, then backs into a steam room. Frank goes in after him and the two open fire, and Luca goes down.
The Champ takes Buddy down but Frank gets Mary into the arena. Buddy sees her and takes the Champ down. Buddy and Mary are reunited and Buddy tells the reporters about Martin's scheme. Frank and Ed arrest Martin.
Later at Police Squad!, Martin is brought in and boasts that he'll beat the rap. Frank tells him he'll be going to the Statesville Prison, but Martin makes one final attempt to escape without success.
