Warner Burton is hosting a birthday party for his daughter Terri at his expensive home. The butler Thames brings out the birthday cake and Terri's parents Warner and Charlotte watch as she blows out the birthday candles (and the cake). Everyone applauds and Terri's boyfriend Kingsley Adderson asks to speak to her privately in the Japanese garden. Outside, he asks if she's ready to accept his wedding proposal but she admits she's not ready to give him an answer. They're interrupted when a masked man knocks Kingsley out and abducts Terri.



Frank Drebin is bringing in a chimpanzee, the prime suspect in a series of zoo murders, when he's called in on the kidnapping case. Ed is already there, and reveals the kidnapper threw a note in tied to a window. Ed has sent the lab to the note and shows Frank the scene of the abduction. They play the Abduction Scene and Ed tells him they sent Kingsley to the hospital. They talk to Terri's parents, who are already giving a statement to Lt. Nordberg. The kidnapper calls and Nordberg puts a tap on the phone while Mrs. Warner stalls for time by discussing the weather, sports, and math puzzles. The kidnappers hung up before Nordberg can trace the call. Charlotte tells them the kidnapper said he'd call back later with instructions. Warner insists he'll pay anything, but Frank warns the kidnappers are emotionally unstable. Frank and Ed go, leaving Nordberg to watch the house.



The next day, Frank goes to see Kingsley. He's playing basketball at a high school yard. Frank discusses Kingsley's wedding plans and Kingsley admits he wasn't sure if Terri would say yes. He suggests that Kingsley might have married Terri for her money and to pay off his debts, but Kingsley denies it. Frank does some checking and confirms Kingsley is involved with the mob. Frank is called to the Burton manor after the kidnapper sends a tape with a message from Terri. While Nordberg adjusts the speakers, Ed wonders where the instructions for the drop are. Suddenly the kidnapper throws a mime through a window, attached to a rock. The mime plays a game of Charades and they finally figure out they have to drop the money at a bus depot on Thursday at 10 o'clock.



At Police Squad!, Frank meets with Ted. He's been analyzing the voice tape and he's isolated the background noises. He's identified a bell and a foghorn, the sounds associated with the lakefront. In the elevator, Frank tells Ed what he's learned and Ed notes that Warner Burton is having trouble raising the ransom money. They go to the office and Frank accidentally knocks out a man with a gun. Ed has Al throw a dragnet around the lakefront district and calls him on his non-regulation headgear. Frank checks exercising bikini girls on the lakefront but nobody knows anything useful. He returns to Police Squad as Warner Burton arrives, concerned that time is running out.



Ed and Frank drive around for no particular reason and stop for gas. Frank notices the gas station hose rings, and realizes it sounds like the bell on the tape. Frank figures they're on the wrong track and has Ed get out his gift tape of tuba music. They realize the "foghorn" is actually tuba music. They go to check every tuba-related store close to a gas station but don't come up with anything. With an hour left, Frank goes to see Johnny the Snitch. Johnny directs him to a new tuba club.



As he arrives, Frank spots the masked kidnapper taking Terri out of a nearby apartment. A gunfight breaks out and everyone runs in panic. Ed arrives and Frank covers him. Frank does so and Ed stumbles away. Frank is forced to take a hostage of his own until they both run out of ammo. The kidnapper trips over Ed and Frank reveals that he's... Thames, the butler, who needed the money.



Later, Ed tells the Commissioner that everyone deserves the credit. Frank confirms that Thames will be serving his time at Statesville Prison, unaware that his chimpanzee suspect is running amuck.
