In the Congress of the United States a bill is being studied, it is meant to close down all the small asylums for the elderly and replace them with big institutions. Concerning this project a big polemic has been raised. Ezra, a resident elder in one of the asylums must go to the Capitol city to render testimony on this matter, and account for the good management and the adequate methods used in the center where he is staying.
Congressman Slattery is facing a predicament when prosecutor Mancuso, in the course of a murder investigation, states that a large section of the city is corrupted by the legal authority granted to gambling houses. In his statements, Mancuso levels accusations against Slattery for disregarding investigations on the underworld of gambling because his party accepted funds from gambling tycoon Arnold Layton. Slattery collects Mancuso's words and prepares a reply.
