Major crime boss Don Philip Souza is running his criminal empire and stroking his pet cat when his accountant Sam Steinway reports that business is down because of one man: Sledge Hammer. Sousa puts a million dollar contract out on Sledge and soon hit men are stalking the inspector everywhere he goes. One breaks into his apartment but Sledge inadvertently shoots him during target practice. Another killer’s knife throw is thwarted by Hammer buying the morning paper. The inspector inadvertently spills a poisoned cup of coffee, and two more hit men rub each other out in a cross fire when Hammer drives away at a stop sign.
Unaware of everything that’s happened, Hammer arrives at the station where Doreau is astonished that he made it there alive. Trunk calls them into the office and an assassin drops a stick of dynamite in the room. Hammer and Trunk toss it back and forth until Doreau dips the fuse in the captain’s coffee. Trunk insists that Hammer get out of town: for everyone else’s safety. Lenny, a police officer, drives Hammer to a isolated motel but en route Lenny tells Hammer that he needs the million dollars and plans to collect. They struggle for the gun and Hammer falls out of the car with his overnight bag and lands in a ditch, unconscious.
Jacob and his daughter Isadora, residents of a nearby Manynote community, find Hammer and bring him home. Hammer decides that the low-tech peaceful community is the best place to hide out from the killers on his trail. Jacob puts him to work on chores: milking cows, raising houses, tossing hay, hammering fence posts. As Hammer works, Isadora starts to gaze at him affectionately as she develops feelings for him.
Sledge finally calls Doreau to let her know where he is. Sousa had the phones tapped and sends Sam and two killers to the Manynote community. Meanwhile, Isadora asks Hammer to stay but when they kiss, she draws back. They’re interrupted when the killers arrive and open fire. Hammer discovers that his gun is out of bullets and sends Jacob and Isadora to get his overnight bag while he holds off the killers. They find the bag, which contains sunglasses and hand grenades. The killers get the drop on Sledge but Jacob and Isadora put on the sunglasses and arm themselves, taking the men prisoner.
After interrogating Sam, Hammer delivers himself in a box to Sousa while feigning death. He gets the drop on the crime lord and his goons and captures them all. Hammer decides to collect Sousa’s contract money since he delivered himself, and gives it to Jacob and Isadora for their community. Isadora wonders if Hammer can stay but he has duty and departs… knocking over their bird house.
