Colonel Owen Crawford fights to save his top-secret UFO project from being cancelled by the President and realises his only hope is to find Jacob Clarke, who has already exhibited unusual powers. His luck changes when he encounters Russell and Jesse Keys, who offer themselves up for examination in an attempt to stop the alien abductions.
