Former Ohio Governor Kate Nolan is sworn in as the newest member of an evenly divided Supreme Court. In addition to learning the politics and protocol of her new responsibilities, she faces the daunting challenge of filling the shoes of her predecessor, a well-liked Justice who met a sudden and untimely death. Hot on her trail is Harlan Brandt, the ambitious reporter who seeks to uncover any improprieties from her earlier political life.

Kate Nolan's new life on the bench gets off to a shaky start when she makes a decision on a controversial case based on her clerk's recommendation — one that proves to be misleading. And as she tries to settle in to her new environment, she feels burdened by the legacy of the recently deceased, well-liked judge who was her predecessor. Meanwhile Harlan Brandt pursues a reluctant interview subject (a man who's lost his unborn child ) and gains valuable insight into his assistant Betsy's tenacity.

A man in Texas is slated to be executed for his involvement in a rape and murder. The swing vote falls once again on Justice Nolan. New evidence is has come to light, but it is something that they cannot rule upon. Justice Nolan uses her clerks to find something they can use. Also, Harlan is given and interesting proposal from an old flame.

A Federal Agent accidentally shots the wrong person. Unfortunately, that person was a State Agent and Justice Nolan is assigned to write the Majority Opinion. Harlan fools young librarian to give him accounts and memoirs of Justice Nolan's predecessor Justice Flynn. Meanwhile, Justice Nolan's brother, who has a shady past, comes into Washington D.C. His presence could lead to added stress on his sister.

Betsy used her womanly charm to extract information from Justice Nolan's brother, Keith, about her alleged involvement in a scandal some years back. Meanwhile, Harlan is trying to drum up his own information by interviewing Justice Nolan's mother, Elizabeth. Justice Nolan finds out about Harlan's interview and is infuriate and goes to confront him. Also there is a case in front of the Justices involving whether or not students are required to report the actions of their fellow classmates and an environmental protest leaves the Justices covering their heads.

The story that Harlan was trying to dig up on Justice Nolan is being promoted by his station without his knowledge when he had actually thought the story was dead. After his attempts at pulling the story fail, he is forced to do something that could ruin his career forever. Harlan weighs deeply into his options hoping to find one that will not cause any professional turmoil toward Justice Nolan and allow him to maintain his career.
