Lyle Rainwood and his gang run an extortion racket using flamethrower pistols: if you don't pay the "insurance," your building goes up in smoke. The Chamber of Commerce is divided, because Bannister is grieving over the death of his fiance and furious at Brodie... who he shoots dead.
