Witches roam the earth. While their numbers are small enough to go unnoticed by most of society, their presence is unfortunately large enough to be tracked and hunted by the STN-J, a super-secret unit consisting of hunters. Aiding the hunters is a vast database of information on almost all known witches. A branch office of STN, STN-Japan has developed a new method in dealing with witches. Under the auspices of Takuma Zaizen, the hunters of the STN-J capture the witches rather then kill them, and ship their prisoners to the Factory. Capturing witches is not an easy feat, but the hunters of STN-J are aided by the use of a substances known as Orbo, which is able to dampen or even cancel out their target's powers.
Into this secret agency steps a 15 year old girl named Robin Sena. Replacing a former hunter, Robin has come to Japan from STN's main branch in Italy to aid STN-Japan in their mission to watch over all potential witches and capture those who attack normal humans within society.
