The Major has dissolved Public Security Section 9 and its former members go into hiding. However, after their attack on the Home Affairs Building, where Section 9 had its offices, the super-secret military outfit known as the Umibouzu continue to pursue their quarry. Meanwhile, having failed to persuade the Prime Minister, Aramaki meets with the Minister of Justice to see if his unit can be salvaged.
