  Episode Summary  
Three months have passed since the Section 9 Incident and a now free Togusa is still in the dark about what has happened to his former colleagues. Stripped of his investigative powers by being put on leave as a security guard, Togusa has a hard time accessing information on the net about Section 9. Then one day, Togusa decides that he's had enough.

Woman on Bus: 1995 Koukaku Kidoutai Movie
As Togusa rides on a bus, from his seat he sees a woman on another bus that looks exactly like Motoko. This moment eerily resembles that of a scene where the Major sees someone who looks exactly like her in the 1995 Koukaku Kidoutai movie by Oshii Mamoru. The person that Togusa sees is not the Major. Rather, it is another woman in a standard body type. Motoko's outer shell is one that is a common model. It is what is inside the body that counts. Note in episode 22, "SCANDAL", when Motoko's friend Kurutan notes how plain her old body looks, but then looks at the chart to and realises the special enhancements that Motoko is able to add to her standard shell.
 
Etching in Library Stair Railing: The Catcher in the Rye
When Motoko descends the stairs into the library that Aoi works at, there is a scene that [AS] cut where she had her hand on the stair railing and then removes it to continue down the stairs. In the DVD version, the statement "Fuck you" is etched into the railing. Once again, this is a reference to The Catcher in the Rye by J.D Salinger. The first time that the statement crops up in the novel is when the protagonist, Holden Caufield, is waiting for his sister at her school. While he takes a moment to rest in a stairwell, he notices the graffitied statement on the wall. He is able to erase it, but later he sees the statement again on another stairwell wall and it is scratched into the wall. He then makes the comment: "It's hopeless anyway. If you had a million years to do it in, you couldn't rub out even half the 'Fuck you' signs in the world. It's impossible." Later, while at the New York Natural History Museum, he sees the statement etched into a wall near an Egyptian burial display. This leads to Holden's final comment on the subject: "That's the whole trouble. You can't even find a place that's nice and peaceful, because there isn't any. You may think there is, but once you get there, when you're not looking, somebody will sneak up and write 'Fuck you' right under your nose. Try it sometime. I think, even, if I ever die, and they stick me in a cemetary, and I have a tombstone and all, it'll say 'Holden Caufield' on it, and then what year I was born and what year I died, and then right under that it'll say 'Fuck you.' I'm positive, in fact."
 
Aoi's Red Hunting Cap: The Catcher in the Rye
The hat that Motoko picks up and puts on when she enters the library, and later gives to its rightful owner, Aoi, is a reference to the novel The Catcher in the Rye by J.D. Salinger. At the beginning of the book, the protagonist, Holden Caufield, tells the reader that he purchased a red hunting hat in New York City. When Motoko and Aoi put on the hat, they even turn it backwards on their head, the same way that Holden likes to wear it.
 
Cityscape: 1995 Koukaku Kidoutai Movie
After Motoko jumps off a building and disappears at the end of the episode, the cityscape of Niihama-shi is shown. This is a direct reference to the 1995 movie Koukaku Kidoutai by Oshii Mamoru, in which the movie also ends when Motoko is shown looking down on the cityscape of Niihama-shi.
