The grisly death of a cyborg leads Aramaki to send Togusa and a Tachikoma to the former Japanese capital of Tōkyō to find out why the man had been there. Arriving at the flooded metropolis, Togusa makes his way to the various flop-house districts that now take up most of the city.

Animation Error
When Togusa ends his call with the Chief, and the doors begin to close on the train, he drops his hand down to his side. The animators made a mistake in movement as, for a split second, Togusa has two right hands and forearms. |

Togusa on a String: "PHANTOM FUND"
The Tachikoma losing Togusa is a reference to the chapter "PHANTOM FUND" from the 1991 Koukaku Kidoutai manga by Masamune Shirō. In the chapter, the Fuchikoma loses track of Motoko despite her ordering the Fuchikoma to stay close to her. | Submerged Building: Tōkyō City Hall
The large submerged building, with its massive towers that are sending smoke into the night sky, is actually Tower 1 of Tōkyō's City Hall. Located in West Shinjuku, 西新宿 or Nishi Shinjuku, of the Shinjuku Ward, 新宿区 or Shinjuku-ku, of Tōkyō, it is the tallest building and the second tallest structure in the Tōkyō skyline (the tallest being the Tōkyō Tower). The Tachikoma's statement as it disconnects from the cyberbrain at the Akihabara shop is a reference to the Tachikoma's adventure in "ESCAPE FROM" where it found the cyberbrain that contained the ghost of a movie director. |
