Reviewing the footage captured by NTV atop the Kyūshū Radio Tower in Fukuoka, showing the members of the Individual 11 decapitating themselves with samurai swords, the lab techs notice that Kuze's facial features are very specialised and there are only two people in Japan capable of creating such a face. When Batou and Togusa head to talk to one of the aritists, they find the man dead. Footage reveals that the killer happens to be a member of Section 9.
