Batou confronts Kuze and demands that he surrender now. With Kusanagi on the way, Batou need only keep Kuze in check before he has superior numbers. At the same time, Saitou follows the Russian arms dealer Coil to prevent him from escaping with the laptop, which is the one link between Kuze and the seller of the plutonium.
