Anthony Quinn as a city mayor. Quinn plays Jefferson Alcala, the mayor of an unnamed Southwestern city. The character is a man of warmth, heart and temper. However, he's also a political animal, and therein lies the conflict. Alcala faces all the problems and upheavals besetting urban centers throughout the nation. Mike Farrell is cast as an executive aide to Anthony Quinn. Andy Hays, Farrell's role in the series, is a sensible, dependable young man who tries to keep Mayor Tom Alcala, played by Quinn, from becoming too involved with the people and the problems of the city he tries governing.

It's hail and farewell to The Man and The City, a good series which never really was given a chance, even though it starred Anthony Quinn. The last story for the series concerns a hospital which has been a life's work for Alcala (Quinn), and a newspaper story that says corruption and thievery are going on there. Is the story true? And if so, who is ihe thief? Charles Aidman plays Alcala's old friend, a once great surgeon now confined to a wheelchair, and the hospital administrator. Carolyn Conwell plays his devoted wife, Peter Donat is a staff doctor and Dan Travanty is the investigative newsman, who's really not a villain — another good point for the script.
