The Sydney Water Police investigates the bombing of a charter ferry, which killed a school girl, while at the same time, trying to locate other explosive devices that may still be located in the harbour.
Meanwhile, Kevin Holloway, Frank's youngest brother, joins Homicide and is partnered with Knocker Harrison.
The episode begins with the Water Police getting a mayday call about a fire on board a charter boat. Clarke tells Jeff that he is going out there with the crew. The Nemesis attend quickly, and they see someone on board the ferry covered in flames. When they pull her out of the water, she's badly injured. The ferry then explodes. The first two episodes are the only episodes throughout the series, which have a continuing storyline, that have the same title.
The character of Tommy Tavita (played by Jay Laga'aia) was originally meant to be called Marcello Tucci, and of Italian origin. However, when Jay was cast, the producers changed it to fit in with Jay's background, Samoan.
Frank: Are you still seeing that creep?
Rachel: Which one?
Frank: The phone call.
Frank: He's got a wife and three kids!
Rachel: Yeah, and girlfriend in Records, I know, I know.
Frank: And he's in uniform! How could you sleep with anyone in uniform?
Rachel: (stops walking) You have!
Frank: (walks back to her) But they were sheilas!
Rachel: Jeez you're a jerk, Holloway!
Rachel: Frank said you were starting at Homicide today. How's it going?
Kevin: (slight hesitation) Good...
Helen: He's now a minister.
Frank: What, of police or something?
Helen: Of religion Frank. You heard of it?
Frank: Yeah, I was an altar boy.
Dave: Remember, we're doing medicals tomorrow. The roster's on the board. Do yourselves a favour and take it easy on the booze.
